You are going to need to 'start from scratch' with this little one, to gain her trust. The hisses are more signs of anxiety than aggression, by the way. An older kitten needs more time to socialize, that's all. Here's how to do it.

Confine her in a small room. She can bunk with her buddy, of course, and will be comforted by his presence. Just don't let her have the run of the house.

Provide a den for her that she can hide in but where you can still reach her. An airline-style carrier with the door removed and soft bedding inside works very well. Be sure there is enough room for both kittens in there.
